Arab hostilities against the Jewish settlement in the Land of Israel started at the end of the 19th century and continued for over a hundred years consecutively and in waves prior to (1920­1921 , 1929, 1936-1939) and since the establishment of the State. The terror prior to the establishment of the State of Israel was designed to weaken the spirit and to thwart the intentions of establishing a national homeland in the Land of Israel. Since the State was established, the objective of this terror was the destruction of the State. This long struggle has taken lives of many civilians and soldiers. The front line and home front have become one and have placed the entire country at the frontlines of this bloody battle against terror. Civilians killed in terrorist attacks and soldiers killed in the battles of Israel equally symbolize the high price the State of Israel has to pay to guard its independence. Retaining memory and commemoration of the fallen is a national duty of the State of Israel towards those who gave their lives in the struggle for this country.

The Memorial Site

The site dedicated to the victims of hostile acts, was inaugurated in 1998 on Mount Herzl, Jerusalem. The site was designed and planned by architects Moshe and Rita Oren, and was built by the National Insurance Institute and the Ministry of Defense in coordination and consultation with the Organization of Israel's Terror Victims. The monument symbolizes the stand of the Jewish People against those wishing to demolish its existence. The names of all those who lost their lives in this brutal battle forced upon the people of Israel are engraved upon the walls of the memorial site so their sacrifice may never be forgotten.

The Organization of Israel's Terror Victims

The Organization of Israel's Terror Victims, is the legal representative organization of the bereaved families that have lost their loved ones in acts of terror, and of victims severely injured by those acts of terror. The organization was established to assist the victims of terror in their effort to continue with their lives and bear the social, financial, cultural and spiritual burden of their daily struggle and personal survival following the tragic experience.

"Thus saith the Lord: A voice was heard in Ramah, lamentation and bitter weeping, Rachel weeping for her children refused to be comforted for her children, because they are not. Thus saith the Lord: Refrain thy voice from weeping, and thine eyes from tears; for thy work shall be rewarded, saith the Lord; and they shall come again from the land of the enemy, And there is hope in thine end, saith the Lord, and thy children shall come again to their own border" (Jeremiah Chapter 31, verses 15-17).
